Icefrog has said that he is against hero buying of any sort. They also said the model they're going to use is unlike any current MOBA models currently on the market.

I hate when I have absolutely no idea what will happen with a game's launch.  It makes me uneasy.  This could be an awesome and completely ideal business model... or it could be completely ludicrous and drive me away from Valve.  I have a great deal of faith in Valve to make sound decisions, but some of that faith has wavered since TF2's free to play conversion.
