The person sending the scroll only gets a new sparkly mount (when the receiver pays for the first 30 days).  No new level 80.
The person receiving the scroll gets a new 80, lvl 80 gear, new mounts.

I'm still a bit pissed about that.   >:(

Sucks your account has to be inactive for I think at least 30 days. My game time lapsed on march 16th
